Tuesday June 26, 2007 thousands of Internet radio stations across America turned silent in symbolic protest of the increase in royalty rates proposed by the Copyright Royalty Board (CRB). The proposal includes increases retroactive to January 2006. Internet radio broadcasters citing that these increases would decimate the Internet radio industry and put most Internet radio businesses off the air, turned off their streaming on Tuesday in an effort to move listeners to contact their congressmen to support a counter proposed bill that offers more acceptable rates.

Bowing to the inevitable, Clear Channel has reportedly signed a multi-year contract with Arbitron for the portable people meter ratings service in all the PPM markets where CC owns stations. The San Antonio-based radio group already signed for the PPM ratings service in Philadelphia, where the PPM has been the ratings currency since March. Houston, the second market on Arbitron’s roll out schedule, goes live with the PPM mid-July.

The Canadian Broadcast Standards Council (CBSC) today released its decision concerning an episode of the American radio talk show Coast to Coast AM broadcast on CFMJ-AM (AM 640, Toronto). A segment on the September 3, 2006 program dealt with the United States’ war in Iraq. A listener complained that the episode contained abusive comments against Muslims. The CBSC’s Ontario Regional Panel, by majority, concluded that the broadcast did not violate the Human Rights Clause of the Canadian Association of Broadcasters’ (CAB) Code of Ethics. One Panel Adjudicator, however, disagreed.

These assets are currently under the control of Mr. John D. McKellar, C.M., Q.C., Trustee under a Voting Trust Agreement in respect of CHUM Limited. The transaction is subject to Canadian Radio-television and Telecommunications Commission ("CRTC") and Competition Bureau approval. This transaction is also subject to the satisfaction of the other conditions of approval for CTVglobemedia's acquisition of effective control of CHUM Limited as per the CRTC's June 8th, 2007 decision. The Canadian Radio-television and Telecommunications Commission (CRTC) today approved the transfer of effective control of CHUM Ltd. (CHUM) to CTVglobemedia Inc. (CTVgm). The CRTC did not approve the transfer of five Citytv stations in Toronto, Winnipeg, Edmonton, Calgary and Vancouver to CTVgm, given that such transfer would be inconsistent with the Commission’s common ownership policy. That policy stipulates that a licensee may not operate more than one conventional television station in one language in a given market.

The FCC yesterday (May 31) released the text of the rules for digital audio broadcasting adopted by the commission in March. As previously reported, the rules allow stations to begin multicasting and datacasting without getting prior FCC approval and authorize nighttime operations for digital AMs. Stations will also be allowed to time-broker unused digital bandwidth to third parties, subject to the same rules that apply to the analog signal.
