CFAB Windsor - Conversion to FM band

The Commission approves in part the application by Maritime Broadcasting System Limited (Maritime) for a broadcasting licence to operate a new, English-language FM radio programming undertaking in Windsor, Nova Scotia to replace its AM station CFAB. Specifically, the Commission approves the conversion to the FM band but denies the proposed technical parameters. Maritime must submit, within three months of the date of this decision, an amendment to its application proposing new technical parameters that are acceptable to both the Commission and the Department of Industry. Maritime is also required to satisfy the Commission’s concerns on its compliance with the Commission’s Common Ownership Policy.

FOUR CORUS QUÉBEC STATIONS TO FM

Following a decision by the Canadian Radio-television and Telecommunications Commission (CRTC) that was made public today, four of Corus Québec's AM stations - CKRS (Saguenay), CHLT (Sherbrooke), CHLN (Trois-Rivières) and CJRC (Gatineau) - will now be available on the FM band. MUSIC IS TOP PRIORITY FOR SATCASTER SUBSCRIBERS

A new study from The Wharton School at the University of Pennsylvania looks at what drives subscribers to satellite radio and finds that music is listeners' top priority, not big-name celebrities or sports. The study from marketing professor Dr. Yoram Wind found that 43 percent of satcaster subscribers surveyed would drop their service of choice if there was no more music available. This is triple the number who would cancel if another form of programming stopped being offered.

COLLEGE WILL SHUT NET STREAMS IF TARIFF PASSES

FEINGOLD ASKS FCC FOR PAYOLA UPDATE

Russ Feingold (D-WI) has sent a letter to FCC Chairman Kevin Martin, asking for an update on the status of the Commission's payola investigations. “I hope this request will prompt the FCC to make a clear statement that it will not tolerate payola in any form, in order to close any supposed loopholes,” Feingold said. “I urge the FCC to build on Attorney General [Eliot] Spitzer’s investigation and assert its authority to prevent payola to the fullest extent possible.”

The threat of recording industry lawsuits has certainly given pause to peer-to-peer music file-sharing services. Few have dared show their servers on U.S. soil since the Supreme Court in 2005 ruled Grokster and Morpheus could be sued, declaring open season on companies that enable users to swap copyrighted files. On Oct. 30, even News Corp.'s (NWS) MySpace—a social-networking site known for allowing all manner of freedoms—cracked down on the use of copyrighted music, licensing technology from Gracenote that allows the site to review and block songs uploaded to the site.
