The results of the 39th Federal Election are in, and the Conservative Party of Canada will form the next government, albeit with a minority of the seats in the House. The minority government victory by Stephen Harper will be somewhat disappointing to some Conservatives, because neither was a majority achieved, nor was the plurality of the size expected. Nevertheless, most political observers would not have predicted any kind of Conservative government when the campaign began the end of November.

HAS CLEAR CHANNEL ACQUIRED RCS?

A source close to the situation tells R&R that Clear Channel on Tuesday acquired White Plains, NY-based Radio Computing Services, a provider of scheduling and broadcast software to radio, for an undisclosed price. Company founder Dr. Andrew Economos is no longer involved in the company's day-to-day operations, the source said. Calls to Clear Channel and RCS representatives were made after hours and not returned by press time.

PPM BUILDS REACH

Prospects for the launch of a portable people meter service got some more good news on Tuesday when an influential group of national advertisers gave it their endorsement. The vote of confidence from the Association of National Advertisers' Radio Advertising Committee follows a series of deal announcements PPM developer Arbitron has announced with major ad agency companies, including Carat, Interpublic and WPP Group. Arbitron has been pulling out all stops to convince radio broadcasters to follow suit, and got some additional support Tuesday when researcher Harmelin Media released findings of a study analyzing Arbitron's PPM data form its Philadelphia test indicating that radio delivers far greater audience reach than indicated by Arbitron's current paper diary rating system.

The HD Digital Radio Alliance Wednesday made good on its promise to accelerate the rollout and consumer acceptance of high-definition radio by announcing the initial 28 markets that will begin multicasting HD2 sidechannels. The 28 markets include all top 13 radio markets, plus markets such as Seattle (No. 14), Baltimore (No. 20), Cincinnati (No. 27), Indianapolis (No. 41), Dayton (No. 58), Albuquerque (No. 70) and Wichita (No. 94). In total, some 264 new commercial-free radio channels will begin to hit the market in the next few days, in addition to the 70 existing digital sidechannels.

CD SALES DOWN, DIGITAL SALES UP

Nielsen has released its total SoundScan and BDS chart numbers for 2005, painting a mixed picture of the current state of the music industry. Overall music sales, which combine all music-related media, increased 22.7 percent. In fact, total overall music purchase broke one billion for the first time ever. However, total album sales dropped 7.2 percent to 618.9 million, their lowest since 1996. Digital album sales were way up, with individual track sales up a whopping 150 percent and digital album sales climbing 194 percent. Also, sales of physical albums bought via the internet were up 11.3 percent. Also, 20 percent of total album sales occurred during the last six weeks of 2005 in the holiday season.

In December, talk-radio station KQBZ (The Buzz) abruptly switched to a new country format renamed The Wolf. Fellow Entercom station KISW inherited two new, predominantly talk shows from KQBZ—Tom Leykis (10:00 p.m.–2:00 a.m.) and The Men's Room with Miles Montgomery and Steve Hill (during afternoon drive time). Station manager David Richards promised these changes would add a lot more personality to the "Rock of Seattle." Yeah, and a lot less rock.

CBSC RELEASES ANNUAL REPORT

In its Annual Report for 2004/2005, the Canadian Broadcast Standards Council (CBSC) reports a record year in terms of the number of CBSC complaints and decisions. While complaints continued to flow in at a rate of about 2,000 yearly, there were 125 decisions (of either a formal Panel or summary variety) rendered. The Annual Report also provides statistical information about the complaints, an analysis of matters dealt with in the summary decisions, summaries of the formal Panel decisions, as well as details of the CBSC’s activities in the ethnocultural area.
